I should add that, with all deference to the
judgment of my predecessors, the whole proposal appears
to me to have been unduly generous, involving as it does
the free gift to the Navy of a fine site together with
some half a million dollars in cash with very little
compensating benefit to the Colonial Government, the
buildings on the old site being likely to prove a liability
rather than an asset in any economic development of it.
While I should feel bound to honour the undertaking given
in this matter I must therefore confess that I shall be
relieved if the final date of September, 1939, is reached
without any further action; for which reason I would
suggest that there is no need to complicate matters by
a discussion of compensation terms with the Admiralty at
this stage.
